Strengthening the UK National Risk Register: Transparency, Challenge and Accountability

This paper proposes three reforms to strengthen accountability in the UK National Risk Register: disclose how impacts are combined, stress-test material response assumptions, and establish periodic review of assessment boundaries with clear responsibility and a duty to respond.
